Applying Optimization and the Analytic Hierarchy Process to Enhance Agricultural Preservation Strategies in the State of Delaware AgEcon
Messer, Kent D.; Allen, William L., III.
Using agricultural preservation priorities derived from an analytical hierarchy process by 23 conservation experts from 18 agencies in the state of Delaware, this research uses weighted benefit measures to evaluate the historical success of Delaware’s agricultural protection fund, which spent nearly $100 million in its first decade. This research demonstrates how these operation research techniques can be used in concert to address relevant conservation questions. Results suggest that the state’s sealed-bid-offer auction, which determines the yearly conservation selections, is superior to benefit-targeting approaches frequently employed by conservation organizations, but is inferior to the optimization technique of binary linear programming that could have...

Changing and Developing Trend of the Farmland Requisition-Compensation Balance Policy in China AgEcon
Wang, Meinong; Liu, Xu; Wang, Bo.
The importance and necessity of implementing the balance system of farmland requisition and compensation are reasoned. The changing path of the balance system of farmland requisition-compensation is overviewed. In addition, the problems exist in the implementation of the balance system of farmland requisition-compensation are analyzed as well, covering the increasing demands on land in the process of economic development; the serious phenomenon of wasting land in urban construction; part of farmlands should be revoked from the perspective of ecological construction and environmental protection, which lead to the shortage of reserved farmlands and it is hard to implement the balance system of farmland requisition-compensation; the problems of “occupying...

Implementation Effect of Farmland Protection in Urumqi—Changji Economic Zone, China AgEcon
Li, Jiang-nan.
A multi-level evaluation index system is established with farmland protection as the target layer, farmland quantity, farmland quality and farmland sustainable development as the criterion layer. And the index layer includes the quantity change of farmland, per capita farmland area, multiple cropping index, total grain yield, unit grain yield, per capita grain security coefficient, and unit machinery dynamical input. Both expert evaluation method and factor analysis method are used to determine the weight of index. According to the data in farmland area, grain yield and economic development in Urumqi—Changji Economic Zone in the years 1996-2007, a comprehensive evaluation model of intensive farmland use in Urumqi—Changji Economic Zone is established after...

Regional Growth Impacts on Agricultural Land Development: A Spatial Model for Three States AgEcon
Hailu, Yohannes G.; Brown, Cheryl.
In this study we attempt to understand the relationship between regional growth in population, employment, and per capita income, and farmland development in Maryland, Pennsylvania, and West Virginia. A spatial simultaneous equations model is estimated using county-level data. Results indicate that while county income growth and agricultural land value increases in neighboring counties increase the rate of farmland loss, growth in county agricultural land values, increases in agricultural land density in neighboring counties, and increases in agricultural income per farm reduce farmland losses. Farmland protection policies were not significant in reducing agricultural land development. This approach, focused on regional growth, provides insight into...

Research of the farmland protection based on food security —A case study of Anshan City in Liaoning Province, China AgEcon
Yang, Rong-li.
The quantity and quality of farmland is the key factor determining grain production capacity, so protecting farmland has become the key to guaranteeing food security. I take Anshan City in Liaoning Province as the study area which has its own particularity in terms of protecting farmland. Based on the prediction of population, coupled with the relevant data concerning farmland area, the per unit area yield of grain, the prediction and analysis of the balance of supply and demand of farmland in Anshan City are conducted. The results show that in the year 2010, the maximum supply amount of farmland that the city can offer is 239000 hm2, and in the year 2020 the maximum supply amount of farmland that the city can offer will be 238000hm2; in the year 2010, the...
